The fee for a criminal history record from BCI is $20 as of July 1, 2025. A valid government-issued photo ID is required. Utah Driving Privilege Cards are not accepted. BCI accepts cash, personal check, VISA, MasterCard, money order, or cashier's check.

BCI also provides mail-in requests. Download the application at bci.utah.gov and mail it with payment. Mail the completed application and fee to: Bureau of Criminal Identification, 3888 West 5400 South, Salt Lake City, Utah 84129.

BCI also provides fingerprinting services for non-criminal purposes. These include LiveScan and traditional ink fingerprints for background check purposes. Layton residents can visit BCI in person for fingerprinting during business hours.

Note: BCI has warned the public about scammers calling from what appears to be state government numbers and identifying themselves as BCI Officers. This is a scam. BCI does not make such calls.

Layton Criminal Records and GRAMA

All Layton city and Davis County agencies follow GRAMA when handling criminal records requests. The law is at Utah Code section 63G-2-101 et seq. Every person has the right to inspect public records free of charge. Copies carry fees set by the agency.

Records are classified as public, private, protected, or controlled. Public records are open to everyone. Private records go only to the subject or authorized parties. Protected records require a court order or other legal authorization. The agency must tell you the classification when it denies a request.

Layton agencies must respond within 10 business days for standard requests. Media requests qualify for a 5-business-day response. If the agency cannot respond in time, it must notify the requester with an estimated date. Extraordinary circumstances may require an extension.

If an agency denies your request, you have 30 days to appeal. The denial notice must state the legal reason and describe the appeal process. Appeals in Utah go to the State Records Committee or district court depending on the type of denial.

Expungement of Layton Criminal Records
